    R 400.1911 · R 400.1911 1 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times.

    On June 1, 2022, I initiated this complaint with licensing consultant, Erica Hogan. Mrs. Hogan said that Child A's Mother is concerned that she was not notified of Child A's injury until she arrived at pick up. Child A's Mother took Child A to the emergency room for treatment. After several attempts to contact Child A's Mother, on June 23, 2022, I interviewed Child A's Mother via telephone. She said the following information. When she arrived to pick up Child A on May 13, 2022, her foot was bleeding. The licensee Shareen Zoumt did not clean the wound or put a band-aid on Child A's foot. Child A's Mother was not contacted regarding the incident. Child A's Mother took Child A to the emergency room immediately for treatment. While at the ER, glass was removed from Child A's foot. No stitches were required. Child A was treated, and the foot was wrapped. Child A will not be returning to Ms. Zoumt for childcare. On June 30, 2022, during an unannounced onsite inspection, Ms. Zoumt was present with one child in care. The allegations were explained to Ms. Zoumt. She denied any inappropriate care or neglect. Ms. Zoumt reported that on the date in question, Child A had on sandals that were hurting her feet. Child A kept taking her shoes off. While outside in the backyard playing, Child A's foot began bleeding. She washed the foot but did not see anything in her foot nor did she see anything on the ground where Child A was playing that could have caused the injury. Child A's Mother arrived about 4-5 minutes after the injury occurred. She was still in the process of cleaning Child A's foot upon her arrival. She admitted that she did not call Child A's Mother regarding the injury. I observed the backyard area and did not find any hazards or glass objects in the yard. On July 18, 2022, Child B's Mother reported that she is very pleased with the care that Child B is receiving. Child B has had a scrape on his leg while in care. Ms. Zoumt cleaned the scrape and notified her. Child B has been in care with Ms. Zoumt for one month. On July 26, 2022, Child C's and Child D's Mother said that she has no concerns with the childcare at Ms. Zoumt's home. She stated that Child C or Child D have not had any injuries while in care, however, they have gotten sick and the communication from Ms. Zoumt was "great."
