On 10/15/2022, the bureau received an incident report from *S,her Hill. It stated that on 10114/2022 at 2:45 PM, Child A sustained —to by Ms. Hill's dog named Walker after Child A had run grab a"ro n puzzle ball from Walker. Child A was taken to the I 6 The child will be referred to a M downstate to assist with attaching Child A's ■ On 10721 injuries# after the receiving treatment. On 1012412022, licensing consultant DeAndre Lawson, and I made an unannounced visit to home of Sherry Hill. Ms. Hill was resent with Minor Household Member 1 (MHM1), a friend of MHMI. Child B. and Child C .~ and DeAndre Lawson conducted a forensic interview R PRE Ro aine ocumentation from Ms. Hill. The Michigan Forensic Interviewing Protocol was met with MHM1. MHM1 explained they have Walker who is an Australian Shepherd. On the day of the incident, MHM1 's friend was over. They were sitting in the reclining chair in the living room. Ms. Hill was standing in front of the television while Ms. Hill was holding Walker on a leash. The footrest on the reclining chair was opened up so they could not see the ground or a few feet above the ground. Since her view was blocked, she did not see the Walker Child A. Ms. Hill directed her to put Walker in his crate after Walker Child . s. Hill took Child A to the bathroom and then Ms. Hi contacted Child A's Mother. She accompanied Ms. Hill and Child to the Emergency Room. Child A was the last child at the child care that day so there were no other children present when they left the house. MHM1 discussed the quarantine order. Walker was currently with her friend in her bedroom. Her friend is at her house so much that Walker is allowed to be around her, but the dog is not allowed to have access to the child care children. MHM1 clarified that Walker cannot have his puzzle toys, treats, or bones out in addition to his toys. MHM1 plays with Walker at night and sometimes his toys are accidentally left out the next day when child care children are there. We interviewed Ms. Hill. She reported that on 1011412022, MHM1 and her friend were sitting in the gray recliner in the living room. Child A was sifting on the floor adjacent to the chair. Ms. Hill was standing by the television while holding Walker on a leash. While Ms. Hill was speaking to MHM1, Child A walked over to Walker to grab a piece of Walker's toy. Walker had been chewing a part a ball dog to ;which contained a do treat in the middle of the toy. When Child A ,Walker Child A Ms. Hill pulled Walker's leash once she realized what ha happened. MHM1 then grabbed Walker and put him in his crate/kennel. She normally does not allow Walker to have toys in the living room around children, but the ball was accidentally left in the living room. Ms. Hill took I'1 Child A to the bathroom to and she then realized that, needed medical attention. The incident occurred around 2:45 PM. Ms. Hill stated she contacted Child A's Mother and she agreed to meet Ms. Hill at the hospital. Ms. Hill did not have any other children in care at this time. MHM1 accompanied her to the hospital. Child A's Mother was at the hospital waiting for her upon arrival. I inquired why she did not call 911. She stated that she has the parent's sign permission slips to allow her to transport children and she obtained verbal ssion from Child A's Mother. Hospital staff had called 911 regarding Walker Child A's Hospital staff directed Ms. Hill to contact 911 once she is back at thw e house to discuss quarantine requirements. The quarantine paperwork was later mailed to her home. Ms. Hill had to quarantine Walker for ten days and animal control was aware that she operates a child care out of her home. Walker is a 17- month-old Australian Shepherd and has been in the home since he was eight weeks MHM1' s dog. Walker completed ten days of training through where he learned words like "no" and "off." igiiia" I inquired about what her plan is for the dog going forward. Ms. Hill hits Child A year-old, male) and is mean to him. Recently, Child A had a mark on his arm that looked like someone grabbed him. On 04112/2022, 1 conducted a forensic interview of Child A at East ~ ne was interviewea in was not able to demonstrate 3 competency with each of the ground rules as they were presented. He was able to tell the difference between a truth and a lie and corrected the interviewer when they were wrong. He was unable to demonstrate understanding of saying "I don't know" when directly asked a question about the interviewer's dog. However, when asked what his teacher's name was, he stated, "I don't know." Child A reported going to Ms. Hills child care. He stated, "She just grabbed me." It happened inside her house, and she told him to go to the corner. When asked what he likes about Ms. Hill, Child A stated, "I do not." He quickly stopped actively participating in the interview and began playing with items in the interview room. On 04/12/2022, I conducted an onsite inspection at Ms. Hill's child care home. We discussedR e allegations with Ms. Hill. She stated that she assumed we were present because someone was saying there was a mark on Child A's arm from being grabbed. Three children were present at Ms. Hill's child care, one of whom she identified as being a related child under age seven who is also a foster child under the care of Ms. Hill's sister. Child A's Mother recently told Ms. Hill about a meltdown Child A had at home because he could not find his Peppa Pig toy. Child A's Mother told Ms. Hill it was a "nightmare" because he screamed and cried and threw himself down on the floor causing a mark. Child A's Mother always tells Ms. Hill about Child A's marks. In the past, all of her child care parents, including Child A's Mother, have told Ms. Hill that she can spank their children. Ms. Hill has to tell them, "I can't touch your kids." She described her discipline policy as putting children in the corner for time out. She does not say, "Go sit in the corner." She says, "Go sit down and take a break." Ms. Hill has put Child A in the corner because he runs and does not understand boundaries or personal space. Child A also had meltdowns to the point of throwing himself down and kicking the walls. One time, he hit his head during one of his breakdowns, but it was not anything bad. Ms. Hill did not notice any marks on him afterwards. The corner is a safe spot for Child A. She redirects him there to calm down. She did not know why Child A would say she grabbed him. If she did grab Child A, it was because she was grabbing him away from the dog, but she never left bruises. Last week, or the week before, she had to grab Child A away from her 10-month-old male Australian Shepheard named Walker. She has grabbed all of the children at her child care and told them, "No" when they are too rambunctious with Walker. She has never grabbed a child hard enough to leave a mark and has never hurt a child. If Ms. Hill ever has an issue with a situation, she will discuss it and bring it to parents' attention so they can work together on the issue. Ms. Hill provided access to her posted discipline policy. The discipline policy states that Ms. Hill believes all children make mistakes and that is how they learn and grow. She uses a warning first, and time out as means of discipline. The policy also states: "Time out depends on the age of the child. A time out session always ends with a hug, a talk to explain why they were in time out, and how they can prevent it from happening again. Biting, continuous hitting, kicking, and physical harm to another 4 child will not be tolerated. Time outs will be utilized immediately and if serious; both parents will be contacted. If it becomes a continuous problem that is not corrected, it may require dismissal from daycare." On 04112/2022, I conducted a telephone interview with Child B and C's Mother. She stated that Chlld B and Child C have been attending Ms. Hill's child care home fo Ms. Hill's dog bites and scratches Child A.

During the Forensic interview with Child A on 04/12/2022, he stopped actively participating in the interview, began playing with items in the interview room, and was unable to provide additional information about Ms. Hill or her dog. On 04/12/2022, I conducted an onsite inspection at Ms. Hill's child care home. Upon our arrival, we heard dogs barking inside the home. Two dogs were present when Ms. Hill came to the door. She invited us in as she put the larger dog into a crate by the front entry. She identified the crated dog as an Australian Shepheard named Walker. Ms. Hill reported that Walker loves Child A, but Child A tends to egg him on by running and chasing him, so Walker nips and jumps on him. Ms. Hill tells Child A to leave Walker alone, but Child A does not listen. Ms. Hill grabbed the lower part of Child A's arm a week or two prior because he was running around, causing Walker to jump up and scratch him. When this happened, she told Child A, "No. We gotta' go calm down." She put Walker in his crate for a little while after the incident, but she cannot put him in a crate for 8 hours a day because he has to get used to the children. She plans to start doing dog training with Walker soon. Walker has a lot of dog toys. The children grab his toys, but he thinks they are playing, and sometimes they get scratched. All of the children have been scratched by Walker at some point. The scratches may last a few days, but they never break the skin. Ms. Hill was not aware of children having bruises from the dog. We discussed dog food and toys being accessible to children. Ms. Hill stated that the children have pets at home and need to learn not to touch their food and toys. During our discussion, two child care children and one related foster child were -year present in the home. When Child C -year-old, fe*overheard the discussion 0 about Walker, she stated that the dog pocked Child B -old, male), down and he had to get stitches. I questions ill about d C's disclosure and she affirmed that it happened near the end of the day last week when the children were having a dance party. Walker jumped on Child B causing him to fall and hit his head on the corner of a nearby bookcase. Ms. Hill did not recall seeing exactly what happened. She called Child B and C's Father and found out he was already on his way there. He ended up taking Child B in to the hospital where he received several stitches. Ms. Hill stated that she will give up her child care license before she gives up her dog. During the inspection, Ms. Hill provided access to five internal accident/injury reports. Two of the five incident reports involved her dog, Walker. The first report dated 03/11/2022 stated that Child E's -old, male) face was scratched -year when the dog jumped up. The second raeport dated 04/07/2022 stated that everyone was dancing around, and the dog knocked into Child B. Child B fell and hit the bookcase. I advised Ms. Hill that she needed to complete the child care licensing incident report form for Child B's injury and submit it to me as soon as possible. After returning to the office, I emailed a copy of the incident report form to Ms. Hill. She 7 completed the incident report for Child B's injury and emailed it back to me later the same day. On 04/12/2022, Child B and C's Mother stated that she did not know Child B's injury was caused by Ms. Hill's dog Walker knocking him over. This information did not come as a great surprise to her because she has seen the dog knock children down and scratch them. One of the children who was knocked down was a younger boy who looked to be a little over a year old. When Child B and C's Mother drops her children off at Ms. Hill's child care home, Ms. Hill has to hold the dog back because he jumps and barks. Because of this, she thinks Walker has the potential to be aggressive and should be crated. She typically drops Child B and Child C off between 8:00 and 10:00AM and picks them up between 3:00 and 4:00 PM. During tho
