On 08/01/2023 I left a voicemail message for the complainant and on 08/02/2023 the complainant left me a return voicemail message that stated the complainant no longer believed the allegation was completely accurate and the complainant no longer wanted the matter investigated. I completed an on-site inspection on 08/02/2023. I interviewed program director Paula Romano and CCSM 1, who assists Ms. Romano. Both Ms. Romano and 2 CCSM 1 were aware of an allegation being made. CCSM 1 stated on 07/25/2023 she received a phone call from Child A's Mother who stated on 07/24/2023 when Child A was picked up from the summer program, Child A smelled like urine. Child A stated when he was washing his hands in the bathroom, a group of boys were in the bathroom and the boys first splashed Child A with water and then peed on Child A. Child A's Mother stated Child A said after this he went and told CCSM 2 what happened. Ms. Romano and CCSM 1 explained that the center's summer program is divided into an early childhood section (children ages 3 to 6 years old) and a school age section (children ages 6 to 12 years old). The early childhood section includes Child A's Flamingo class and the Kiwi class, which is the other boys from the bathroom's class. CCSM 3 was working with the Kiwi class and was in the bathroom supervising when the alleged incident would have happened. CCSM 1 stated after she received the phone call from Child A's Mother, she spoke with CCSM 2 and CCSM 4 who were working in the Flamingo class and CCSM 3 who was working in the Kiwi class the afternoon of 07/24/2023. CCSM 2 said on 07/24/2023 at afternoon snack time, Child A used the bathroom located across the hall from the Flamingo classroom. When Child A returned to the classroom, Child A told CCSM 2 there were boys in the bathroom splashing him (Child A) with water. CCSM 2 said Child A's shirt appeared to have some water on it, but it was not soaked, and Child A did not ask to change his shirt. CCSM 2 told CCSM 1 he went into the bathroom and saw CCSM 4 and several boys from the Kiwi class in the bathroom. CCSM 2 did not see any of the boys splashing water, but the boys were loud, so CCSM 2 told the boys to quiet down. CCSM 1 said CCSM 3 said Child A had been in the bathroom, but CCSM 3 stood near the exit door of the bathroom and could not see what Child A or the other boys in the bathroom were doing. CCSM 3 said he did not hear any of the boys splashing water or talking about it or Child A say he was getting splashed. CCSM 4 said Child A did not come up to her the afternoon of 07/24/2023 or say anything about the allegation. CCSM 1 stated on the morning of 07/25/2023 when Child A arrived at the program, she spoke with Child A and asked Child A if anything happened when he used the bathroom the afternoon of 07/24/2023. Child A told CCSM 1 that some other boys splashed him with water. CCSM 1 asked Child A if the boys peed on him, and Child A stated no. A little later that same morning, CCSM 1 took Child A to the playground area where the Kiwi children were playing and asked Child A if he saw any of the boys that had splashed him yesterday. Child A was unable to identify anyone that may have done this. On 07/25/2023, CCSM 1 also spoke with each Kiwi boy individually and asked if any of them were splashing water or saw any other boy splashing water, asked if any boy urinated on another boy or saw any other boy urinating on a boy in the bathroom the afternoon of 07/24/2023. CCSM 1 stated one child said he saw another child splash some water; however, this child was unable to provide the other child's name. I asked CCSM 1 which child said this to her, and 3 CCSM 1 stated she could not recall which child said this to her. CCSM 1 stated none of the children she spoke with said anyone urinated on any child in the bathroom. Ms. Romano stated CCSM 1 informed her on 07/25/2023 about the phone call from Child A's Mother.
