Interviews with Ms. Hamilton and Ms. Silk and pictures taken by Ms. Hamilton indicate that Child A did not receive appropriate care and supervision on 02/16/22 for reasons including: • Ms. Hamilton said Ms. Stephison restrained Child A by placing her hands on his shins and provided a picture as evidence. She said Ms. Stephison repeatedly and forcefully place Child A in a chair and grab him by the arms and provided a picture as evidence. • Ms. Hamilton and Ms. Silk both reported seeing Ms. Stephison grabbing the back of Child A's shirt to move him where she wanted him to go around on this date.
