    On 03/02/2023 a complaint was received alleging that Child A has been displaying sexualized behaviors at school over the past two weeks. Child A tries to make his female classmates sit in his lap, and if they refuse, he pushes them down, pinches them, and/or swats at them. Child A kicks and pulls at the other children if they try to protect the girls. Child A also tries to kiss the female children, and he tries to hit the private parts of the male children. On 03/07/2023, I completed an onsite inspection. I interviewed program director Ms. Brooke-Lynne Ecker, child care staff member 1 (CCSM1), and CCSM2. Ms. Ecker reported that Child A began receiving care at Huntey's Clubhouse on 09/20/2022. Child A is three-year-old and is in CCSM1's classroom. Child A has displayed aggressive behaviors towards other children since he began attending the center. He began displaying more sexualized behaviors over the past few weeks. Ms. Ecker reported that she has met with Child A's Mother and Father on several occasions to discuss his behaviors, and they just had another meeting today. Child A's Mother and Father reported that he may be picking up these behaviors from watching YouTube videos. They reported that Child A is allowed to watch whatever he wants to watch on YouTube because, when they try to monitor what he is watching, he throws a fit. Ms. Ecker reported that she has suggested to the parents that they set parental controls, but she does not know if they have followed through with this. CCSM1 reported that she was present for today's meeting with Child A's Mother and Father. They reported that Child A is allowed to watch YouTube videos unrestricted. Child A's Mother and Father split up recently, and Child A's behaviors have escalated since then. Child A's Mother told CCSM1 that Child A has tried to kiss her inappropriately. Child A has aggressively grabbed other children onto his lap and stated, "You are my girlfriend." He has tried to force children to get under a blanket with him. Child A has kicked and pulled at children and he has tried to hit the private parts of his male classmates. Child A has made comments about characters in books such as, "Wow, look at the tits on that one." CCSM1 reported that they have attempted to work with the parents in an attempt to continue caring for Child A while keeping the other children safe. This has not been working. CCSM2 reported that she is a floater and she usually goes between the young preschool and pre-kindergarten classrooms. She has observed that Child A displays a lot of sexually inappropriate and aggressive bullying behaviors. The sexually inappropriate behaviors include him grabbing the girls and trying to kiss them. Child A tries to get other children to engage in these behaviors as well. Child A will often slap her on the butt when she is in the classroom. When she told Child A that she would have to call Child A's Father, he asked her, "Do you want me to get my ass kicked?" CCSM2 reported that child care staff members spend a lot of time trying to control Child A's behaviors, but the behaviors seem to be getting worse. On 03/09/2023, I received a telephone call from Ms. Ecker. She reported that there was another meeting with Child A's Mother and Father, and Child A will no longer be receiving care at the center. 3 On 04/11/2023, I interviewed Child B's Mother. She reported that Child B (three- year-old, female) has never reported to her that another child has attempted to have inappropriate physical contact with her except for normal interactions with children in that age group. She reported that she did receive an incident report regarding an incident of another child pulling Child B into his lap. The child care staff member reported that she told the child, "We don't sit on each other's laps." Child B's Mother reported that she has never had any concerns regarding supervision.     On 10/21/2022, licensing consultant Don Vita made an unannounced visit to the center where he interviewed program director LeAnne Ablin and kitchen staff member Megan Ecker. He first met with Ms. Ablin. She took Mr. Vita to the kitchen and indicated that bread products are stored in the cabinet next to the fridge. Mr. Vita checked the cabinet aside the fridge and on top shelf tucked in back, he found a loaf of bread with expiration date of 10/13/2022. Ms. Albin stated the bread was not served as she purchased the bread on 10/13/2022. She explained that the expired loaf was unintentionally not thrown out. Ms. Ablin provided a receipt to show that on 10/13/2022 six loafs of bread, four packs of hot dog buns, and seven packs of hamburger buns were purchased. She assured Mr. Vita that bread does not last long enough at the center to expire as they serve so much of it. Mr. Vita then interviewed kitchen staff member Megan Ecker. She has been employed at the center since August. She checks the expiration dates on all food before preparing and serving it to children. All food past the expiration date is thrown away and it is not served. To her knowledge, there has never been a time in which expired bread or any other food item, was served to children in care. The expired bread observed by Mr. Vita was not removed as she did not see it on the top shelf of the cabinet. On 12/06/2022, I contacted the complainant. The complainant discussed that the center does not properly train staff onsite and there are ongoing issues with ratio. She stated that child care staff members will be signed in on Brightwheel when they are not even present at the center. The complainant discussed it being difficult to prove the center is out of ratio because when children arrive in the morning, they will start out in the infant classroom, but they will be signed in for their normal classroom 4 on Brightwheel. The center will not provide coverage to staff when they need to use the bathroom. Regarding the expired bread, the complainant does not believe it was served to children at the center. On 12/07/2022, I made an unannounced inspection to Huntey's Clubhouse from 08:42 AM to 09:07 AM. I met with program director LeAnne Ablin and child care staff member Brooke Ecker. Ms. Ablin denied the center being out of ratio. Ms. Ablin noted that today the center has two extra child care staff members onsite. When staff need coverage in the classroom, they use group messaging on Facebook. Ms. Ablin showed me two messages where staff were asking for coverage to go on break. One of the messages was from this morning and Ms. Ablin provided coverage in that situation, and the other message was from 12/06/2022. I took pictures of the two messages. Ms. Ablin and Ms. Ecker both denied child care staff members being signed into Brightwheel when they were not present onsite. Ms. Ecker and Ms. Ablin reported that all child care staff members complete the MiRegistry Health and Safety Course 1 and 2 before working with children at the center. New staff members work a week in a classroom to shadow other staff before being used for ratio. Ms. Ecker provided me with their ratio sheets notebook. I reviewed child attendance and staff attendance on the ratio sheets for days 10/03/2022, 10/04/2022, 10/07/2022, 10/19/2022, and 10/21/2022. The center was within ratio for these days. I conducted a walk through at the center to view all seven classrooms. The pre-k classroom had nine children with four child care staff members present. The preschool classroom (ages 36 to 42 months) had seven children present with one child care staff member. The young preschool classroom (ages 30 months to 36 months) had seven children with one child care staff member. Classroom 102 (6 to 12 months) had seven children with two child care staff members. The toddler classroom had nine children with three child care staff members present. The infant classroom had seven children and three child care staff members. T

    On 12/07/2022, I interviewed the program director LeAnne Ablin regarding the new allegations. On 11/22/2022, Child A's babysitter, Marissa Jones, came to pick up Child A from the center. Child care staff member Cami Heis was under the impression that Child A's winter gear was to remain at the center. Ms. Heis informed Ms. Jones where to locate Child A's coat, but Ms. Jones left without it. Ms. Heis has been the lead teacher in the Pre-K classroom for the last three weeks. She denied Ms. Heis yelling at Child A. Child A had been discharged from their program over the summer due to aggressive behavior. He was prone to spitting, kicking, and hitting children and staff. The center allowed Child A back to the center in the fall because Child A's Mother informed them that his behaviors have been addressed and are no longer an issue. Child A's Mother became upset with the center recently because they will not provide her with a copy of their video surveillance. On 12/07/2022, program director LeAnne Ablin sent four child information cards, and five screen shots of correspondence with Child A's Mother. The correspondence provided by the center is dated 11/22/2022 at 2:39 PM and the following is the exchange between the center and Child A's Mother: Child A's Mother states, "[Child A] had a bag and a coat and everything this morning and my babysitter was told that wasn't the case...? I always bring him with a bag and a coat so thy didn't my babysitter get his stuff...? Child care staff member Cami Heis replied, "His bag went home, and we thought his coat and his pants were staying here! I'm so sorry!" Child A's Mother stated, "No never. I can't be allowing him to go out in this cold without his coat. He has asthma and he just got over covid and RSV, please if my babysitter asks for his stuff give it to her. Don't assume it'll be left over not. Just give it to her instead of telling her no. And his bag didn't go you guys told her she didn't have anything" Child care staff member Cami Heis replied, "Absolutely, we did let her know where he had his coat here and she had a bag in her hand that he handed to her. He did try to take his boots home too, however she wanted to leave them here." Child A's Mother stated, "That's not at all what I was told especially because she knows I take it all home? That's why she told me to contact you guys because she was told he didn't bring anything with him." Child A's Mother then said, "Could you please put his boots and coat in the front. I'll have her to pick it up right now. As well as his snow pants." Child care staff member Cami Heis replied, "They are up front." Child A's Mother stated, "Thank you." At 09:04 PM, Child A's Mother stated, "His gloves and hat weren't given back. I'll pick them up tomorrow, but it's the Spider-Man ones." On 11/23/2022, child care staff member Jessica Regan asked Child A's Mother whether Child A was going to be attending child care today. Child A's Mother stated, "Not today, he's staying with me. I have a day off and I want to spend it with him, I will be coming to grab his hat and gloves if you guys can have those ready for me, please. I would greatly appreciate that if he would to get everything everyday back. I don't want to leave anything ever only his blanket and pillow can stay. But his coat and hat and gloves please always make sure to give back because his asthma and it's freezing cold outside. Because yesterday was not okay with me. I was very mad on how you guys handled the situation." 7 Child care staff member Jessica Regan stated, "Sorry about yesterday. We have his hat and gloves for you. There was not much communication with the babysitter but from now on we will definitely make sure everything is sent home. Again apologies, we hope you guys have a great holiday weekend." Child A's Mother asked, "Did you guys find a key?" On 12/12/2022, I interviewed complainant 2. Complainant 2 had no additional information. On 12/12/2022, I interviewed Child A's Mother. C
