The Department of Licensing and Regulatory Affairs (LARA) itten complaint on 10/29/2021. Per the complainant, the parents of Child A on 10/27/2021. The child was present all day on rtheacte divaetOan a parent was present during drop off and pick up. The director will not notify any of the parents of the children who share the same classroom, or the staff with whom they had come into contact. The classroom has not been shut down or quarantine followed. I made an unannounced visit to the center on 11/01/2011 and interviewed program director and licensee designee Chelsea Cook. She acknowledged that Child A's mother reported that she had on 10/27/2021. His mother dropped him off that morning "att classroom door and was wearing a mask. Parents are required to wear masks in the building. They do not enter the classroom, and no one is present for more than five minutes. Ms. Cook spoke to a nurse from the Oakland County Health Division on 10/28/2021 and followed her recommendation. Child A was not present on that date and was advised to quarantine until at least 11/08/2021 provided he remains symptom free. Notification of other parents at the center was not required, per the health department since parents wear masks and are present in the building for no more than about five minutes. Staff were notified about the . and the toys and surfaces were cleaned and sanitized on . I interviewed Child A's mother on 11/01/2021. The information provided was consistent with what Ms. Cook had shared. She said she wore a mask at the brief drop-off period at the classroom door on 10/27/2021 and that staff brought Child A outside at pickup. Child A will remain out of care until 11/08/2021. He has not exhibited symptoms of illness. If he does, the quarantine period will need to restart from the day. On 11/01/2021, the complainant said Child A had a runny nose and was coughing and sneezing on 10/27/2021 and that she did not think Child A's mother was wearing a mask when she dropped him off at the door that morning. She said his mother had come into the building to gather his belongings at the end of the day when the center was ready to close and was present for 10-15 minutes. The complainant, said staff are informed not to send children home anymore regardless of what symptoms they exhibit. Two weeks ago, most children in Child A's classroom were out sick after contracting Hand, Foot and Mouth Disease (HFMD). Parents received no notification of HFMD, and staff were informed not to tell the parents. I spoke to Ms. Cook again on 11/17/21 to address the additional concerns raised by the complainant. She did not see any symptoms that Child A was ill on his last day prior to quarantine and none of the staff members reported any. She personally 3 escorted Child A out to the car at pickup time that day (10/27/21) and gave his mother his belongings. Child A's mother did not enter the building. Ms. Cook said there were a total of three confirmed cases of HFMD. The first case was in the Transitional Infant room. When she learned of a confirmed case, an email went out to all parents in the center. It included symptoms of the illness and a link to the Oakland County Health Division. Two additional cases were confirmed in the Toddler room and PreK room. Parents from these respective rooms received notification the same day. Ms. Cook called the health division for input on what to do to help prevent the spread. She increased sanitization efforts and staff were advised to send children with fevers or unidentified rashes home and the center did so on several occasions. Ms. Cook sent copies of the emails to support these actions. Included was an email addressed to Child A's staff members dated 10/28/21 which notified them of the exposure and the need for extra cleaning on all toys and surfaces. I reviewed the parent notifications she sent on 8/24/21, 10/7/21, and 10/13/21 as described regarding confirmed cases of HFMD and one for a case of Respiratory Syncytial Virus (
