R 400.1911(1) · R 400.1911(1) Care; supervision; children. A licensee shall ensure appropriate care and supervision of children at all times.
Child A was properly supervised while in the child care group home. CCSM 1 was present in the playroom when Child A was seen on the floor and crying. The licensee, Jodi Zielinski provided Child A with emotional support and comfort when Child A began crying. When the licensee noticed Child A continued crying throughout the day, she contacted Child A's Mother to inform her. The licensee and child care staff members did not observe Child A with any visible injuries or notice any injury to Child A's arm or shoulder. Child A did not complain of any injuries while in care. Per the Child Protection Team physician this type of injury is very common for this age group and can occur from any type of fall involving the arm or shoulder.

On 11/7/2024, an unannounced onsite inspection was completed at the Child Care Group Home of Jodi Zielinski. I 2 LANDMARK BUILDING • 105 W. ALLEGAN STREET • LANSING, MICHIGAN 48933 Michigan.gov/MiLEAP observed the hot tub located on the patio outside of Jodi Zielinski's bedroom to be unlocked. Jodi Zielinski admitted that the locks had broken and that she would ensure they were repaired.

About two weeks ago, Child A told Ms. Ziieelinski that seven years ago Adult Household Member (AHHM) On 1/19/23. 1 spoke with e wttm scneouie an center for Child A. met with Child A. Child A stated that she has been dealing with some anxiety and depression. About two weeks ago she told Ms. Zielinski that about seven years ago when she attended child care at her home AHHN who was a minor at the time would play a game with her and a few other female children at the child care. The game would occur outdoors, and AHHM would have P When he would say, "you can do better an that". AHHM would also have her . AHHM babysit her at her home. did not go into any details with Child A due to the interview that is schedule On 1/19023, 1 interviewed Ms. Zielinski. She stated that AHHM would be moving out of the home this weekend. He did work as a child care assistant when he was younger as a fill in or extra. He had a job outside of the home and was not around a lot when children were in care. He was not left alone with the children. Child A called Ms. Zielinski on 1/6123 and said that she needed to talk to her. Child A informed Ms. Zielinski that she was having nightmares because seven years ago, AHHM was . Child A said that she had witnesses but they wanted to remain anonymous. On 4123, she texted Child A's 4 Mother telling her that they needed to talk. She thought that Child A's Mother was aware of what Child A disclosed to her. She found out that she did not know until the day before they met because she asked Child A what Ms. Zielinski wanted to talk to her about. During their meeting Child A's Mother stated that Child A told her that AHHM had outside. Ms. Zielinski asked AHHM about it and he denied the allegations. Ms. Zielinski then reported it to licensing and completed an incident report. using the forensic interview protocol. Child A said she was not told much about being interviewed. She was told that she was going to talk to someone about the day care situation. When she was little Child A attended the Ms. Zielinski's child care and then as she got older, she would still go there and help Ms. Zielinski with the children. She got paid to do this. Child A said that AHHM acted When asked to tell what she meant by that Child said that qw hen Rey ere outside playing, she and some other girls would be on the play ure playing with water toys. AHHM would call them down and tell them to He would . This woulln *a,p'eEna*n n e summer. He made a game. The older children would be playing on the big structure and the younger children would be playing in another area of the yard. There was another adult outside caring for the younger children. She began having nightmares at the beginning of last summer and has been thinking about it and it has been eating away at her. Child A stated that she hated going to work because AHHM still lived there. Child A said that Ms. Zielinski said she was surprised by what she said what happened. Ms. Zielinski reached out to her mom. Ms. Zielinski told Child A's Mother that she should not work anymore, and it would allow Child A deal with the situation.
