During the review of video footage for the Ti classroom, I did not observe any implementation of programming. At no time did staff direct activities or provide opportunity for individual or group activities. Child care staff failed to engage with children in a positive manner or participate in play, encourage children to initiate self-play, or promote learning in any arena. Child care staff appeared to discourage any active play by tossing children to the mat area when they were actively in play. For the majority of the day, child care staff stood behind the large shelving unit away from the children and came only to the open area to physically move a child to the mat or to provide discipline. I did not observe any group activities, arts/crafts, dramatic play, or other learning or creative options. During transition to lunch, child care children were taken to the table for approximately 45 minutes. They were not engaged in any activity but were forced to sit at the table while they waited for meal service.

Ms. McClenney was observed dragging children by their arms, tossing and throwing children to the ground. Ms. Williams was observed smacking children in the head with a paper plate and smacking hands for discipline.

Ms. McClenney confirmed that she likely told a child she should "beat" ■ butt for discipline. Child care parents reported that Ms. Williams and another child care staff member told them to "whoop" their child for discipline or were overheard yelling at children.
