On 3/1/23, I interviewed Child A's Mother. When she picked up Child A from child care on 2/22/23, Child A came to her and said that she had a secret to tell her. Child A said that somebody touched her private area. When she was asked who Child A said a child at the facility. When they got home, she discussed it more with Child A. Child A told her that a boy with a mask put a mat down and touched her butt and put fingers in her vagina. He told her that if she told anyone he would beat her up. She talked to Ms. Natasha about what Child A said to her when she was at the child care. A time was scheduled for me to interview Child A. 2 On 3/03/23, I went to Child A's home and interviewed Child A using the forensic interview protocol. Child A was getting ready to go to grandfather's home for the day while her mom worked. She said that she used to go to day care, but her mom doesn't want her going there anymore. Child A said that a boy was touching her area in the corner and a teacher did not see. They were in the puppet corner. She was carrying a goose that he took away and he said that she couldn't have it. He told her to do this test and he touched her pee and butt area. He did not say anything to her after that and he did not do anything else. She told her mom as soon as she picked her up from day care. Child A said that Child B pulled her pants down and the teachers were cleaning when this happened. They were in the main room and there were two teachers: Ms. Natasha and Ms. Anjale. I went to the facility and observed the room. The main room is open layout with the puppet area in the back of the room. Katy Hamilton, child care staff member said that the puppet theater is usually pulled out in the middle of the carpet. They push it to the wall when it is not in use. Ms. Hamilton worked in the morning and did not observe any behavior that was concerning. She has never observed any behavior from Child B that was concerning. I interviewed Ms. Dufresne. Ms. Dufresne said 2/22/23, was a snow day. There were 10 school age children present with two child care staff members. Ms. Natasha Dufresne worked all day, Ms. Hamilton worked in the morning, and Ms. Green worked in the afternoon. The children were in the main room that day for the most of it. Ms. Dufresne came in from shoveling outside and overheard the conversation between Natasha Dufresne and Child A's Mother. She stepped in to inquire what the concern was. Child A's Mother stated that Child A told her that a boy with a mask had touched her poop hole. There was no mention of anyone's clothes being off at this time and she told mom that she would investigate it. She talked to Child B and he said that he did not touch anyone but may have touched someone during the game of tag. Ms. Sheri Dufresne interviewed all staff that worked that day and no one observed any behavior between Child A and Child B. Child B's mask broke in the morning, and he did not wear one after it broke. So she was guessing the incident occurred in the morning sometime. On 2/23/23, Ms. Dufresne reached out through the Brightwheel application to inquire if Child A was coming to child care that day. Child A's Mother notified her through Brightwheel that Child A was not going to be coming to Kid's University anymore. Child A's Mother said that she would call Ms. Dufresne to talk about the situation when she had some time. Ms. Dufresne told her she would be available to talk that day but would be leaving early. Ms. Dufresne did not hear from Child A's Mother and attempted to contact her several times. She finally was able to discuss the situation with her on 2/27/23. Child A's Mother informed Ms. Dufresne that Child A disclosed that a boy with the mask pulled down her pants in the cozy corner and touched her in the front and back. She couldn't tell a teacher because he would hurt 3 her, and that he now owned her. Once Ms. Dufresne was aware of this information from Child A's Mother she submitted the incident report. Ch

On 7/29/22, I interviewed Child A and Child B's Father. He went to pick up Child A and Child B from child care. He observed that the older children Child A was with were outside when he arrived at child care. He picked up Child B (male, 7 months) from his room and took him to the car. While he was putting Child B in his car seat, he noticed the children go into the building. Child A and B's Father then went inside to pick up Child A. He did not see Child A in the room when he went to get her. He asked where Child A was and Cameron Williams looked around and then went outside. He returned with Child A. Child A was looking for a toy that she had lost outside. Mr. Williams was scolding Child A for it and was telling her that she cannot hide outside from him. This happened on 6/3/22. Child A's Mother just emailed Sheri Dufresne, program director, about the incident late last night because they had another concern they wanted addressed. He thought that Child A was maybe outside unsupervised for a couple of minutes. On 8/09/22, I made an on-site inspection and interviewed Sheri Dufresne, program director, and Vanessa Moten, child care staff member. Ms. Dufresne reported the incident of Child A being left unsupervised to the department as soon as she was made aware of it. Child A's Mother emailed her on 7/28/22 at 9:28 p.m. Ms. Dufresne showed me the email that Child A's Mother sent. She brought up some concerns regarding child care staff member Mr. Williams. The first concern that Child A's Mother brought up was that on 7/27/22 Child A had an accident and had to come inside and the staff changed her. On the way home she had to pull over to the side of the road because Child A had to go to the bathroom so bad. When she asked Child A if the staff had her go to the bathroom after her accident at child care Child A told her no. Ms. Dufresne investigated this and found out that the staff did have Child A use the bathroom when they brought her inside and changed her. The second issue in the email that Child A's Mother brought to Ms. Dufresne's attention was that she was outside unsupervised in June. Ms. Dufresne was very upset that this was not brought to her attention at the time of the incident. She said this was unacceptable and it goes against their transition procedures of counting children. She addressed this with Mr. Williams and he said that he must have been distracted by some personal issues going on in his life right now. Mr. Williams is currently on leave due to the situation. Ms. Dufresne and Ms. Moten stated that there was nothing prior to this incident that would make them think that Mr. Williams would not adequately care for children. He has education and experience in early childhood. They were both taken by surprise by this behavior. Ms. Dufresne feels that Mr. Williams did not tell her because he just did not think it was that serious because it was only a few minutes and the parents did not appear to be upset about it at the time. He is not the kind of person that would be intentional about not reporting it to her or Ms. Moten. I interviewed Mr. Williams. He explained that he was outside with the children and one of the children needed to go in to use the bathroom. He counted on the Brightwheel application the number of children that were signed in and counted the 3 children prior to going into the building. Once they were in the building he forgot to count again. He felt that something was not right. When he saw Child A's Father come in the door, he realized that Child A was not in the room. Mr. Williams asked another child care staff member to watch the children he was caring for and he went outside and found her in the outdoor play area. She was hiding behind a tree. Mr. Williams admitted that he was totally in the wrong and responsible for leaving her outside unsupervised. He was going through some personal issues and it affected his judgement.
