On 05/18/2023, Ms. Parkin called me to report the allegation that CCSM 1 threatened to not feed children. Detective Smith with the Auburn Hills Police Department interviewed staff at the center on 05/17/2023. She was unaware of the allegation until Detective Smith informed her of the allegation. Child A (4-year-old male) and Child B (3-year-old female) are mentioned by name in the complaint but the allegation that was given was for children in general not specifically for Child A and Child B. On 05/23/2023, I completed an unannounced on-site inspection. I interviewed Ms. Parkin. She has not received any complaints from parents or staff about CCSM 1 threatening to not feed children. She has not heard CCSM 1 threaten to not feed children. On 05/23/2023, I interviewed CCSM 2 at the center. She stated CCSM 1 is always concerned for the well-being of children. She has never heard her threaten to not feed the children. She has never observed her not give a child food during breakfast, lunch or at snack time. On 05/23/2023, I interviewed CCSM 3 at the center. She stated she only works with CCSM 1 in the mornings from 8:30 a.m. to 9:00 a.m. while children are arriving at the center. During the times she works with her, they give the children breakfast. She has never heard her threaten to not feed the children. She has never observed her not give a child food during breakfast. On 05/23/2023, I interviewed Detective Smith via telephone. She investigated the allegation and found no evidence that the allegation is true. Everyone she 3 interviewed had no concerns about CCSM 1 and her interactions with the children. Her case is closed. On 06/20/2023, I interviewed CCSM 1 via telephone. CCSM 1 stated she has never threatened to not feed the children. She always gives children breakfast, lunch, and snacks. She is appalled that someone made these allegations because she has never mistreated the children. On 06/20/2023, I left a voicemail message for Child A's Mother. She did not return my phone call. On 06/20/2023, I interviewed Child B's Father via telephone. He stated Child B has not stated any concerns regarding CCSM 1. Child B has not stated that CCSM 1 has threatened to not feed her or any other children. Child B does not state that she is not eating at the child care center. On 06/20/2023, I interviewed Child C's Mother via telephone. She stated Child C has not stated any concerns regarding CCSM 1. Child C has not stated that CCSM 1 has threatened to not feed him or any other children. Child C does not state that he is not eating at the child care center. On 06/23/2023, I interviewed Child D's Mother via telephone. She stated Child D has not stated any concerns regarding CCSM 1. Child D has not stated that CCSM 1 has threatened to not feed her or any other children. Child D does not state that she is not eating at the child care center.
Child Care Staff Member (CCSM) 1 threatened to not feed the children. CCSM 1 is not using positive methods of discipline. CCSM 1 threatened to leave a child outside unattended as punishment. CCSM 1 has required the class to publicly shame children for being bad listeners and there is a sign in the classroom shaming bad behaved children. CCSM 1 has grabbed children by their shoulders and shook them. She has restrained children by pinning down their legs. She picked up one child by one arm and 4 leg while the child was screaming to be put down. There were no physical injuries observed, however, the child seemed to be in a state of shock. CCSM 1 has forced a child to sit in time out behind a door where the child would have been hit if someone walked into the room.

On 05/18/2023, Ms. Parkin called me to report the above allegations. Detective Smith with the Auburn Hills Police Department interviewed staff at the center on 05/17/2023. Ms. Parkin was unaware of the allegations until Detective Smith informed her of the allegations. Child A (4-year-old male) and Child B (3-year-old female) are mentioned by name in the complaint but the allegations that were given were for children in general not specifically for Child A and Child B. On 05/23/2023, I completed an unannounced on-site inspection. I interviewed Ms. Parkin. She has not received any complaints from parents or staff regarding any of the allegations. She has not heard CCSM 1 threaten to leave a child outside unattended as punishment. She has never left a child outside unattended. She has not observed CCSM 1 require the class to publicly shame children for being bad listeners and she has not observed a sign in the classroom shaming bad behaved children. There is a feelings chart in the classroom that help children with expressing their feelings. CCSM 1 has asked the children if they were having a good or bad day but it was never asked in a shameful way. She has not observed CCSM 1 being physical with children including grabbing their shoulders and shaking them, pinning down their legs, and picking up a child by one arm and leg. She has not observed CCSM 1 force a child to sit in time out behind a door where the child would have been hit if someone walked into the room. CCSM 1 has not had any disciplinary action. Ms. Parkin was shocked that someone made allegations against CCSM 1 because she is an excellent "teacher" and the children and their parents love her. On 05/23/2023, I interviewed CCSM 2 and CCSM 3 separately at the center. They both stated they have never heard CCSM 1 threaten to leave a child outside unattended as a punishment. CCSM 1 has never left a child outside unattended. CCSM 2 said CCSM 1 has told the children they cannot go outside until the toys are picked up. They have not observed CCSM 1 being physical with children including grabbing their shoulders and shaking them, pinning down their legs, and picking up a child by one arm and leg. CCSM 2 said there was a former child, who attended child care in CCSM 1's classroom, who would climb on the furniture, throw toys, and hit other children and staff. CCSM 1 would hold his arm to help him climb off of the furniture or to prevent him from throwing toys and hurting another child. When she would hold his arm, it was not forceful nor did it hurt him. CCSM 2 stated CCSM 1 speaks to the children in a firm voice when they need redirection and it is not in a threatening tone. They have not observed CCSM 1 require the class to publicly shame children for being bad listeners and she has not observed a sign in the classroom shaming bad behaved children. CCSM 2 only recalls a sign in the classroom pertaining to children using walking feet in the classroom. They have not 5 observed signs in the classroom that shame bad behavior. They have not observed CCSM 1 force a child to sit in time out behind a door where the child would have been hit if someone walked into the room. CCSM 2 stated CCSM 1 has children sit at a table if they need to take a break. They do not sit behind a door. CCSM 2 stated CCSM 1 is very compassionate for the well-being of children. CCSM 3 stated CSSM 1 is polite and speaks kindly to the children. They have no concerns with CCSM 1's interactions with the children. On 05/23/2023, I interviewed CCSM 3 at the center. CCSM 3 stated that CSSM 1 is polite and speaks kindly to the children. She stated no concerns with CCSM 1's interactions with the children. During the on-site inspection, I observed CCSM 1's classroom. I did not observe any inappropriate signs, posters or pictures including ones that shame children's bad behavior.
