Program specialist Phi Pham self-reported the incident and sent the incident report. She stated that on 7/20/21 around 1:00 pm, Child A was brought to her by staff member Gregory Allen to report an incident that happened at the outside basketball court with an adult male that was part of their hired basketball 3rd party vendor staff. Child A stated that the man told her she was pretty, and her eyes were beautiful. He told her she reminded him of an ex-girlfriend and to come sit by him. Child A told Ms. Pham that she felt uncomfortable, so she went into the bathroom inside the school. When she came out of the bathroom, the man was standing in the hallway. Child A stated she went back outside and rejoined the 2 group. When basketball was over and they came inside, that is when another child told Mr. Allen what happened, and he brought Child A to Ms. Pham. Child A called her mother and put her on speaker phone. Ms. Pham informed her about the situation and then Child A's grandmother came and picked her up from the school. Ms. Pham stated lead site coordinator Henry Jackson was informed of the situation and he went to speak with the vendor's basketball coach to gather more information. This is when they discovered the man was not a hired employee of their vendor but was the transportation for the vendor's actual basketball coach. At this point they were both told to leave the school's premises. No one knew the man's name that said the inappropriate things to Child A. He had come with the vendor's basketball coach three times, 7/14/21, 7/19/21, and 7/20/21. After the incident, they cancelled their contract with the vendor, and the school district stated they will fingerprint all vendor staff from now on. I explained to Ms. Pham that if the district fingerprints the vendor staff, that does not count as child care fingerprints, so they will still have to supervise any vendor staff and follow all the volunteer rules in the rule book. I asked Ms. Pham if the volunteer vendor staff had a public sex offender clearance completed and if they had signed the abuse and neglect statement, and she stated they did not and that is why they did not know the man's name. Staff member Gregory Allen stated staff are always with the vendors and he was supervising basketball the day of the incident. He stated the basketball coach was teaching the children basketball and the man reported in the incident was sitting on the bench giving children water and he had brought some equipment out from the gym. The man came to the school with the basketball coach, so Mr. Allen thought he was a vendor staff too. Mr. Allen does not know either of their names. Mr. Allen stated he did not hear the man say anything inappropriate to Child A; however, he did hear him say her name multiple times, so he thought he knew her. While they were outside, Child A went in to use the bathroom, and at one point, Mr. Allen noticed the man was gone too, but right then he noticed that Child A came back out and rejoined the group. When their group was done with basketball, they went inside, and another child told him that the vendor man followed Child A to the bathroom and said inappropriate things to her. Mr. Allen asked Child A what happened, and she did not want to tell him. She stated she would feel more comfortable telling Ms. Pham, so he took Child A to Ms. Pham, and she told her what happened. The incident happened on Tuesday 7/20/2021, Child A came back to the school on Wednesday 7/28/21, but that is it. She has not been back since. Staff member Henry Jackson stated the 3rd party vendors are always supervised by the child care staff. The male in question first came to summer camp on 7/14/21 and then again on 7/19/21 and 7/20/21. They found out on 7/20/21 that he was not a vendor staff, but the transportation of the vendor's basketball coach. Mr. Jackson stated Ms. Pham told him what happened, so he went to the vendor's coach and told him that the person he brough with him said so
