R 400.1911 · 1 R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times.

On April 30, 2021, I spoke to complainant. Complainant stated that on April 28, 2021, she/he observed two bottles on the kitchen counter labeled activator and sodium chlorite, which is also known as miracle mineral solution. 2 Complainant stated that when she/he looked this up on Wikipedia it was reported to produce the toxic chemical chlorine dioxide, when mixed with juices or vinegar. Complainant stated that she/he did not see Ms. Karoly pour the solution as Ms. Karoly's back was to her. However, she "suspected" that Ms. Karoly poured the solution, as Ms. Karoly's hand motion appeared as if she were unscrewing the tops from the bottles. On April 30, 2021, I completed an unannounced on-site inspection and interviewed licensee, Ms. Karoly. Ms. Karoly denied that she has ever given any children the miracle mineral solution. She stated that she has been taking the miracle mineral solution for the past 10 years. However, she has never given any children in her child care home any medications or any new foods without parental permission. On May 3, 2021, I spoke to Child A& B's Mother. She stated that she has never observed Ms. Karoly to give any children miracle mineral solution or any other substance or medication without parental permission. She also stated that she did not have any concerns regarding the care and supervision provided by Ms. Karoly. On May 4, 2021, I spoke to Child C&D's Mother. She stated that she has never observed Ms. Karoly to give any children miracle mineral solution or any other substance or medication without parental permission. She stated that Ms. Karoly does not introduce new food to her children without prior permission. She also stated that she did not have any concerns regarding the care and supervision provided by Ms. Karoly. On May 4, 2021, I spoke to Nyah Selassie, previous child care staff. Ms. Selassie stated that she had never observed Ms. Karoly to give any children mineral miracle solution or any other substance or medication without parental permission.
