During the onsite inspection on February 27, 2023, I arrived at the center at 9:45 AM. In the early preschool classroom, there were 17 children between the ages of 2 to 5 years with Child Care Staff Member 1. Child Care Staff 1/2 Member 1 stated that the children from the pre-k classroom were combined with the children in early preschool because there were no child care staff members for the pre-k room. The classroom was not following the required 1:8 child care staff member to child ratio and exceeded the maximum group size of 16 for 2 year old 1/2 children. At 9:58 AM program director Angel Claybrook arrived at the center. Ms. Claybrook stated that she would be working with Child Care Staff Member 1 in the early preschool classroom. Ms. Claybrook stated that the center has been short-staffed since December 2022. She stated that she has been trying to hire child care staff members by posting positions on the hiring site Indeed and trying to recruit from colleges in the area. Ms. Claybrook stated that two new child care staff members will be starting this week but it's been hard to maintain ratios because child care staff members quit or call off. There is currently no child care staff member for the pre-k classroom so they have been combined with early preschool. During the onsite inspection on February 27, 2023, the Toddler 2 room was not following the required 1:4 child care staff member to child ratio with two child care staff members with 11 children ranging in age from 18 months to 2 years. Program director Angel Claybrook also admitted that the toddlers, and twos classrooms are usually out of ratio two to three days a week due to the center being short staffed. ............................................... ...................................................................................................................................

(7) If there are children of mixed age ranges in the same room or well-defined space, then the ratio and group size is determined by the age of the youngest child, unless each group of children is clearly separated and the appropriate child care staff member-to-child ratios and groups sizes, if applicable, for each age group are maintained.

During the onsite inspection on February 27, 2023, the preschool children were combined with the pre-k children in the preschool classroom with one child care staff member and 17 children ranging in age from 2 to 5 years of age. The '/2 classroom was not following the required 1:8 child care staff member to child ratio and exceeded the maximum group size of 16 for 2 year old children. 1/2
