An unannounced inspection was completed at the center with Karen Woodman, child care licensing consultant, and Ms. Jamie Meyer program director and licensee designee, stated that she was not aware of a child ....■ Ms. Claira Ellicott. assistant director, stated that she was unaware of a child= Child Care Staff Member 2 stated that she has no knowledge of a She also had no knowledge of She stated thatshe always makes sure that the children are safe when - Recently Child I climbed up the stairs to the diaper table and Child Care Staff 3 P Member 2 up from uncle arms and placed on the floor. Neither had any concerns regarding the care that Child A receives at the center. They have never noticed any unexplained injuries. They were both satisfied with the care that the center provides. M also spoke with Child l's Mother regarding the care that Child I receives at the center. Child l's Mother stated that Child I enjoys attending the center. Child I has not received any injuries while in care. She had no concerns with the care that the center provides. Child B's Mother, Child C and D's Mother, Child E and F's Mother, and Child G's Mother and Father all had no concerns regarding the care the center provides. During he case conference with indicated tha s e did not establish any findings regarding any of ions during her investigation.

Ms. Meyer stated that she was informed that Child Care Staff Member 5 and Child Care Staff Member 6 brought forward concerns regarding Child Care Staff Member 2's of the children. She was informed by Ms. Ellicott that these concerns were brought up the night before the on-site inspection and she has not yet been able to meet with the staff and address the concerns. She intends to meet with Child Care Staff Member 5, Child Care Staff Member 6. and Child Care Staff Member 2 regarding the allegations. Ms. Meyer had never witnessed Child Care Staff Member 2 handle a child inappropriately or had any other concerns regarding Child Care Staff Member 2 brought to her attention. Ms. Ellicott stated that on the evening of 11/0212022, which was the day before the on-site inspection, Child Care Staff Member 5 and Child Care Staff Member 6 approached her and informed her that they would like to have a classroom meeting regarding communication issues. They indicated that Child Care Staff Member 2 has been getting frustrated with the children in care and they have been with how she has been the children. They indicated that Child Care Staff Member 2 Ms. Ellicott called Ms. Meyer and informed her of are Staff Member 5 and child care staff member's concerns. Ms. Meyer indicated that they would all meet to discuss the concerns. Ms. Ellicott stated that she has noticed that Child Care Staff Member 2 seems to get stressed at the center-, however, she has never witnessed her handle a child inappropriately or had any previous concerns brought to her attention. Child Care Staff RemFee r6R s Re Wthaat s told Ms. Meyer that Child Care Staff Member 2 may be getting with working with children and that she seems to get ,hen the children in the classroom roughhouse. Child Care Staff Member 2 She stated that she lifts a child from underneath a armpits. She added a she had a child in care in the past whose shoulder popped out, so she is really careful about making sure that she doesn't pick up a child by the arm. i1 Child Care Staff Member 1 stated that she has worked with Child Care Staff Member 2 on a few occasions. She has never witnessed her, or any other child care staff member pick up a child by one arm or handle them inappropriately. Child Care Staff Member 3 stated that she has witnessed Child Care Staff Member 2 She uses a loud voice sometimes, but she is not yelling at "tethe children. Child Care Staff Member 4 stated that she has never worked with Child Care Staff Member 2. Child B's Mother Child C and D's Mother, Child E and F's Mother, Child G's Mother and Father, and Child I's Mother all had no knowledge of a child care staff member being rough or aggressive with the children in care. Child A's Mother and Father stated that Child A is very active and can be a handful. They have never noticed any unexplained injuries or had any concerns regarding Child A being treated inappropriately at the center. During the exit conference, I followed up with Ms. Meyer regarding the meeting with Child Care Staff Member 2, Child Care Staff Member 5, and Child Care Staff Member 6. She stated that she met with them and discussed their concerns. They problem solved many issues causing stress in the classroom. Ms. Meyer also added that she conducted classroom management training with all of the child care staff members at the center. She stated that the environment in the classrooms has improved. I also suggested to Ms. Meyer that she conduct a training on self-care and recognizing

At the onset of the on-site inspection and I inspected Child Care Staff Member 1' that was at the center. Them did not Ms. Meyer stat*tthhatt she has never had any reason to suspect that Child Care Staff Member 1 was ,.,,,,,, while at the center. Child Care Staff Member 1 has her for many years, and she has never had any concerns. Ms. Ellicott stated that she has no of Child Care Staff Member 1 Child Care Staff Member 1 Child Care Staff Member 3 had no e of any child care staff member Child Care Staff Member 4 stated that she has no knowledge of any child care staff member at the center Child Care Staff Member 6 stated that she does not work with Child Care Staff Member 1 often. Child Care Staff Member 2 and Child Care Staff Member 5 both stated that they do not work with Child Care Staff Member 1 and had no knowledge of a child care staff member Child B's Mother, Child C and D's Mother, Child E and F's Mother, and Child G's Mother and Father all had no knowledge of a child care staff member F

It was alleged that Child Care Staff Member 1 is with the children in care. One day, Child Care Staff Member 1 Ms. Meyer stated that she is aware of an investigation with another state agency regarding Child Care Staff Member 1 and an incident that happened with at home. Her understanding is that the matter was no longer being investigated. Ms. Meyer had no knowledge of Child Care Staff Member 1 with the children in care. Ms. Ellicott stated that she has no knowledge of Child Care Staff Member 1 with her child or any other child at the center. She has a louder voice, but she has never witnessed or heard about her Child Care Staff Member 1 stated that there was an investigation a few months ago with another state agency regarding her She stated that there were no findings with the investigation. She added that her rarely and when is present, she does not often interact wi Child Care Staff Member 3 works with Child Care Staff Member 1. She stated that she has never witnessed Child Care Staff Member 1 with a child. She can be loud and bossy, but never physical. Child Care Staff Member 3 stated that she has expressed her concerns regarding Child Care Staff Member 1 being loud to Ms. Meyer. There has been an improvement since then. Child Care Staff Member 4 works with Child Care Staff Member 1. She stated that she has never witnessed any child care staff member handle a child inappropriately. 1.3 Some of the child care staff members have loud voices, but she has never witnessed anyone being physical with a child. Child Care Staff Member 1 and Child Care Staff Member 5 stated that she has never worked with Child Care Staff Member 1 and had no knowledge of her care of the children. Child Care Staff Member 6 stated that she does not work with Child Care Staff Member 1 often but has never witnessed her handling a child roughly. Child B's Mother Child C and D's Mother, Child E and F's Mother, and Child G's Mother and Father all had no knowledge of a child care staff member being rough or aggressive with the children in care.
