Ms. Liphard failed to notify parents of children in care that she would be absent from the child care beginning 8/16/2021. Notification was not provided until 10/6/2021 when Mr. Liphard informed the parents of children attending Ms. Liphard's child care that Ms. Liphard was away, and he would be providing care in her absence.

There is no evidence that Ms. Liphard used inappropriate discipline methods with children enrolled in her child care. As Medical exams were conducted _ on Child A and Child B showed n ica ions of injury or shaking. Ms. Liphard denied using any physical management such as picking child up by limbs on restraining them with an arm around their neck. CCSMs Mr. Liphard and Ms. Hartman deny ever seeing Ms. Liphard pull a child by the arm, shake a child, or put an arm around their neck.
