On 09/22/2022, I conducted an unannounced inspection at the center. I interviewed the licensee and program director, Nesrine Beydoun. She recalled the day when a citizen called anonymously to express concern about what she observed. She invited the woman to come to identify the childcare staff member and to come to share more information. The woman never came to the center. Later Mrs. Beydoun interviewed CCSMs, and she was able to identify who was involved in the alleged incident. On that day CCSM, Dena Hinojosa was asked to come into work on her off day to cover a classroom, for the center to maintain the required CCSM to child ratio. Ms. Hinojosa had to bring her daughter, Child A (19-month-old, female) with her to work. Child A is not enrolled at the center but has joined her mother at work on one or two other occasions. Child A does not like to go for walks and will often fall to the floor when asked to walk. Ms. Hinojosa told her that she had to pick up Child A on at least two occasions and stand her back up to her feet. Mrs. 2 Beydoun denied she has observed any inappropriate care or discipline of Child A or any child care children by Ms. Hinojosa. She has been employed at the center for over a year and is fully trained with a signed child abuse and neglect statement on file at the center. Ms. Hinojasa also has documentation on file as required related to her eligibility results following her comprehensive background check. While at the center I interviewed Ms. Hinojosa. She said Child A was not present at the center because "she is not enrolled". She recalled the day that the incident occurred and denied any inappropriate care. I explained that while she is at the center even the mishandling of her children is prohibited. She denied any mishandling stating that her daughter had no injuries and was only stood back to her feet. She said her daughter often refuses to walk and would usually have to be carried. When standing Child A up to her feet, she picks her up by the arm or her torso. She also will verbally ask her to get up and will take her by the hand to encourage her to walk. She again denied that her child sustained any injuries or that she handled her inappropriately. On 10/27/2022 I interviewed Child B's (2-year-old male) Mother over the phone. She denied any concerns about inappropriate care or discipline at the center. I also interviewed Child C's (2-year-old female) Mother over the phone. She also denied any concerns regarding the services being provided by the center. I was only able to leave a voicemail message for Child D's (1-year-old female) Mother requesting a return call. On 10/27/2022, I held an exit conference with Mrs. Beydoun over the phone. She again spoke highly of Ms. Hinojosa. She has no record of concerns from her parents or any other kind of derogatory notes on file at the center. I consulted and recommended that additional training be offered to her even in handling her own child. I also recommended that Child A be formally enrolled to cover issues of liability as she is at the center on occasion. I reminded Mrs. Beydoun that licensing rules apply to the care and supervision of all children when they are on the premises. I informed her that there were no findings of licensing rule violations and that I was going to recommend no change in the status of her childcare center license. On 12/13/2022 another attempt was made to reach Child D's Mother over the phone. The voicemail box was full. On 01/09/2023 I interviewed CCSM, Kaleigh Kaniski, over the phone. Ms. Kaniski has been employed at the center since 2019 working with toddlers ages 18 months to 3 years old. She recalled that on 09/20/2022 she went for a walk with six toddlers including Child A. Two CCSMs were with her including Dena Hinojosa and Lizet Seuntes. Ms. Kaniski said she switched from the front of the line to the back depending on the needs of the children.
