    R 400.1911 · R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times.

    On 10/19/20, Ms. Jenny Brundage, child care licensing consultant, received an email from the complainant indicating that on 10/16/20 at 10:30am, the complainant observed 10-11 children outside with Ms. Quist riding on a golf cart. There were toddlers sitting on the golf cart bumpers. One of the children was on his knees being dragged behind the cart. The complainant did not see the child fall from the golf cart; however, the complaint did observe Ms. Quist slow down which allowed the child to climb back up onto the bumper. Ms. Quist continued to drive with the children. According to the complainant, none of the children appeared to be hurt or scared as Ms. Quist drove them around in the golf cart. The complainant said Ms. Quist drove by the roadway to try and get a semi-truck driving by to honk their horn. The complainant called the police to report what she saw. On 10/20/20 I conducted an unannounced onsite inspection to Ms. Quist's home and interviewed her regarding the complaint. Ms. Quist admitted to the allegation indicating that on Friday, 10/16/20, around 10:30 am, she allowed seven child care children, Child A (age 4 years, male), Child B (age 2 years, male), Child C (age 2 years, female), Child D (age 4 years, male), Child E (age 4 years, female), Child F (age 2 years, male), and Child G (age 3 years, female) and her two minor children, Minor Household Member 1 (MHM1) (age 3'/2 years, male) and Minor Household Member 2 (MHM2) (age 1 years, female) to ride on the electric golf cart with her. Ms. Quist explained that MHM2 was sitting on her lap while Child B and Child C sat in the bench seat next to her. The rear bench seat had Child D, Child E, Child F and Child G all sitting next to another. Ms. Quist said MHM1 and Child A were sitting on 3 the rear bumpers. Ms. Quist said she gave the children a ride on the golf cart to and from the outdoor play area which is located in a fenced area immediately behind her home. According to Ms. Quist, while the children were riding on the golf cart back to her home from outdoor play, the children saw a semi-truck driving down the roadway. The children asked Ms. Quist to "make the semi-truck honk," which was a game they play when they see semi-trucks drive by their home. Ms. Quist drove the golf cart into the middle of her front yard and made a hand gesture to make the semi-truck "honk" his horn. She denied being near the roadway with the children but rather in the middle of their front yard which is a distance from the roadway. Afterwards, Ms. Quist drove the children a very short distance back to her home. After the children were situated back in her home, Ms. Quist said one of her assistant staff members, Ms. Brittany Keene, saw a social media posting with a photograph of Ms. Quist riding with the children on the golf cart. Ms. Quist said there were a lot of comments regarding the photograph including some informing her that golf carts are not allowed to be used by child care children. In addition, the person who made the post also had commented that a "blonde-haired toddler aged boy" fell from the golf cart and was being "drug" until he was able to get back onto the golf cart. Ms. Quist was unaware of any child falling or being "drug" from the golf cart. She again reiterated that MHM1 and Child A were sitting on the rear bumpers of the golf cart of which both children have blonde hair. Ms. Quist said MHM1 rides in the golf cart a lot with his father and both MHM1 and MHM2 refer to riding in the golf cart as helping "cut the grass," as they like to ride on the back bumper and pick up sticks with their father. Ms. Quist acknowledged MHM1 getting off the golf cart momentarily to pick up a stick at which time she slowed down to allow him to get back onto the golf cart. Ms. Quist also talked with Child A to see if he fell from the cart to which he replied "no." Ms. Quist informed all of the child care parents of the incident on 10/16/20.
