There were electrical cords hanging from the television and draped across the toys, and there was a jump rope and another electrical cord accessible to children in the toy bins. These items are strangulation hazards. A shelf in the living room was not properly secured to the wall and was dangling with one side loosely attached to the wall; this also posed a hazard to the children. Additionally, there were several drawers and cabinets in the kitchen that had hazards in the them accessible to children (plastic bags, sharp objects, cleaning products, etc.) The drawers and cabinets did have child safety locks, however these locks were not in working order. In the kitchen, Licensor also observed a sharp knife on the edge of the stove accessible to the children, as well as a cloth towel and a pacifier on the stove, which are combustible materials. There was a cabinet in the bathroom that was a tipping hazard and also had personal care items in it accessible to the children (nail polish, lotions, etc.) In the bedroom, there were plastic bags, electrical cords, and a plug in air freshener accessible to the children. There was diaper cream on a shelf in the dining room accessible to the children.

The Educator handed two children sippy cups without speaking to them. She had another child sit in a chair when the child wandered into the kitchen and then was also climbing on a chair; again there was no conversation with the children. The Educator did occasionally sing along with some songs that were playing on the television. She also spoke to the children when they went into the kitchen while she was preparing their lunch and also when she changed diapers. The majority of what little interactions there was involved directional commands (I.e “Come here,” “Sit down,” “Let’s go,” etc.)
