Children’s hands were not properly washed before eating their PM snack. Provider reported that the unapproved assistant have wiped the children's hands instead. Technical assistance was given to the provider during this visit about this non-compliance.

Child # 4 was missing the physical, immunization and lead test updates. During this visit, a parent reported to this Licensor in front of the provider that her child is in need of Early Intervention services but that the provider have said that these services couldn't be provided at this program. Please understand tthat the Regulation # 7.04(13) Children with Disabilities states that - "The licensee must accept applications and make reasonable accommodations to welcome or continue to serve any child with a disability." The regulation # 7.08(1) in regard Family Involvement states that - "The licensee must support and encourage a partnership with and the involvement of parents in the early education and care of their children." The provider must develop a mechanism for and encourage ongoing effective communication with parents. Technical assistance was given to the provider about this non-compliance. Please report the status of this child's early intervention services.
Toothbrushing - Toothbrush Storage
Licensor observed upon arrival that there was an unapproved assistant with the children in the basement while they were taking a nap, and the provider was out of the homes. About 10 minutes prior to this Licensor's arrival at this provider's home, this Licensor called the provider to confirm that she was conducting care since this Licensor have conducted an attempted visit previously. The provider answered the phone and told this Licensor that she was not in her home, but that this Licensor could it come to her home to do the renewal visit because her assistant was present with the children. Provider also told Licensor that she was coming back home soon. Immediately after the provider arrived to her home, this Licensor talked to the Provider and the unapproved assistant about this non-compliance, since Provider cannot leave the children with an unapproved person and only with an assistant previously licensed by EEC.

There was no assistant previously approved by EEC working in this program, just an unapproved person.
Licensor observed that four children’s progress reports were missing; two of them were completed by the unapproved assistant who is not authorized to complete these reports since are confidential. Regulation # 7.04(12) regarding Confidentiality states that "Information pertaining to children and their families is privileged and confidential. No licensee or educator may distribute or release information about a child or his/her family to any unauthorized person, or discuss with any unauthorized person information about a child or his/her family without the written consent of the child’s parent." There was a child missing a report due on January 7, 2020 because this child has been identified in need of early intervention, therefore this child’s first progress report was in need to be completed 3 months after this child’s registration in this program.
