There is a gate at the base of the stairs as well as in the kitchen to keep the stairs inaccessible. Educator is licensing her basement for school aged children. There is currently a door on the stairs. Educator needs to block the stairs and still have the ability to hear children in the basement. There needs to be a handrail on the hatchway stairs and the top 2 stairs need to be enclosed.
