Licensor observed, the educator provided the {REDACTED} children with a coloring activity at the table as they waited for lunch to be served. The activity was then removed, and the children did not wash their hands with liquid soap and running water, using friction, in accordance with Department of Public Health guidelines. Additionally, the educator was observed after lunch was done, cleaning the children's hands with a small and wet fabric towel.
