Licensor observed a 2 gallons plastic gasoline container on top of the kitchen cabinets on the first floor. 3. Licensor observed the kitchen sink with dirty dishes and clogged water. 4. The front door and entrance to the basement/playroom on the first floor was unlocked allowing access to a stranger to walk into the program.
