The educator was observed changing a child's diaper on the wooden floor in the playroom area. 2) EEC regulations required that the changing surface is protected with a covering that is of adequate size to prevent the child from coming in contact with the changing surface. During the visit, the educator was alone supervising 5 children on the 2nd floor level upon Licensor's arrival. However, EEC policy states that if a provider is licensed for space above the first floor level, every child care child must be brought to the first floor level before the caregiver can leave the premises to accompany a child to or from a vehicle. During the visit, a bus arrived, and the educator was observed leaving from the second floor and taking two of the children present to the first floor, to the bus, leaving 3 children alone on the second floor without adequate supervision.
