During the visit, Licensor reviewed the children attendance record for today 3/19/26, and observed that the educator did not accurately document the children's arrival times for this date. The attendance record indicated that three of the children present had arrived at 8:00 a.m.; however, these children were not present in the program upon the Licensor's arrival (9:06 a.m.) and were observed arriving during the course of the visit after the Licensor at different times.

During the visit, the following was observed: 1) EEC regulations states that educators and children wash their hands with liquid soap and running water, using friction, in accordance with Department of Public Health guidelines before and after eating or handling food . Educator was not consistent with handwashing procedures as she did not wash hands as required prior and after meals. 2) EEC regulations states that hands need to be washed after coming into contact with bodily fluids or discharges (including sneezes, coughing) . Edcuator was observed cleaning a child's nose with a piece of cloth, and hands were not washed after as required. 3) EEC regulations states that hands must be dried with individual or disposable towels or automatic hand blow-dryers; and The use of common towels is prohibited. However, during the visit, the educator was observed using a common towel to dry the hands of the 3 older children present after they washed hands prior to snack. 4) The {REDACTED} present was served a bottle after arriving at the program in the high chair, and during the course of the visit was also served snack (apply), however the child's hands were not washed before or after as required. 5) During the course of the visit, the educator was observed changing 2 children's diaper. However, educator did not washed hands after diapering the {REDACTED}.

During the visit, the following was observed: 1) EEC regulations states that all eating surfaces must be washed and disinfected before and after each use. The educator was not consistent in cleaning the table as required prior and after being used for meal times (breakfast and snack). 2) EEC regulations states that the disinfectant solution used to disinfect child care items, equipment and surfaces must be either a bleach solution prepared by the licensee in accordance with EEC guidelines or a commercially prepared disinfectant that has been registered as a sanitizing solution by the Environmental Protection Agency (EPA). However, during the visit the educator was observed using a baby diapering wipes to clean the child size table/eating surfaces instead of using an appropriate solution to as required. Additionally, educator said that she ran out of cleaning wipes. 3) EEC policy states that Surfaces and equipment must air dry after sanitizing or disinfecting; Adhere to the contact time listed for how long a product must be in contact with a surface to be effective and If no contact time is listed, let the product sit on the surface for at least two minutes. Additionally, the policy states that All sanitizing and disinfecting solutions should be used in areas with adequate ventilation and never near children. During the visit, educator was observed cleaning the high chair while the infant was still sitting, and immediately placed a toy in the chair's tray for the infant to play with. In addition, the educator was observed cleaning a section of the child size table in the kitchen while 2 older children were still sitting at the table and then served them snack. 4) EEC regulations states that diapering surfaces must be washed and disinfected after each use. During the course of the visit, the educator was observed changing two children's diapers in the kitchen area and near the bathroom, however she did not clean the diapering surface between uses/after each use.

EEC regulations states that programs serving infants and toddlers provide opportunities for infants and toddlers to move freely and achieve mastery of their bodies through self-initiated movement, including multiple opportunities to practice emerging skills in coordination, movement, balance, and perceptual-motor integration. During the visit, the toddler present was observed playing freely in the child care space. However, the infant present was only moved/transfer between two high chairs and placed inside a playpen for a brief period during the whole visit. Educator did not provided infant with opportunities to move freely.
