When the licensor arrived at the home a toddler was observed out on the front porch playing by herself. The licensor was with the child for at least one minute before the educator came outside. The educator stated she was looking for the child inside. The child was able to open the screen door in the living room and access the porch all by herself. Porch has an attached gate at the top of the stairs. Discussed securing the screen door with a hook and eye lock at the top so the child cannot open it. The educator was inside making lunch at the time this incident occurred. If the educator had an assistant present, the assistant could have been directly supervising the children.
