An educator was observed getting 16 children off the school bus and bringing them across the street and around to the outdoor classroom. The educator was alone with the children for approximately 3-5 minutes before the second educator joined them.
A small group of children were observed playing on top of a snowy retaining wall that was approximately 5 feet high.
