When the licensor arrived, she observed two children hitting each other with a toy and later spitting each other. The educator told them to stop but did not address their behavior with them.

Licensor asked the educator what activity they do at that time and educator stated that they eat. Licensor suggested the educator that they continue with their routine. Children kept asking the educator to open the TV and when the educator wouldn't turn it on, they screamed at the educator.
