General: Based on Observation and interview, this regulatory requirement was not met. Upon arrival (9:20AM), the surveyor approached the back door of the home to obtain entrance into the facility. The surveyor knocked on the storm door and observed an adult female present with several children in the main child care space. The adult female walked over to the storm door, locked the door via a hook and eye latch near the top of the door and then walked over to the stairwell leading to the upper level of the home. While standing outside the surveyor observed a second adult female enter the child care space from the stairwell that was carrying an infant. This adult female opened the door for the surveyor to enter and introduced herself as the owner/director. An adult male also entered the child care space at this time via the stairwell and he was identified as the director's husband who is also a staff person at the facility. The owner/director identified the adult female that was observed working alone with the children as a volunteer. There were eight (8) children present in the facility during the visit. The owner/director identified the child that she was carrying down from the upper level as her three (3) month old granddaughter. The volunteer was observed caring for seven (7) children (age range: one (1) - five (5) years old) alone in the main child care space upon arrival. The volunteer does not meet the requirements of a qualified staff person;therefore, staff-to-child ratio requirements were not met.
