General: Based on Observation, review of documentation and interview the child care center director failed to assure compliance with the health, safety, and comfort of a child at the facility. Observation of the cafeteria on 7/21/14 revealed a group of children entering the cafeteria, which consisted of eighteen (18) preschool age children and two (2)staff members. Continued observation of the cafeteria revealed the eighteen (18)children were grouped into groups of nine (9) children at each table. Surveyor observed a staff member pour all eighteen (18) children 1% low fat milk. While observing the children the surveyor asked another staff member if any of the children had food allergies and she pointed to two (2) children and stated that one of them cannot drink whole milk, in which the child's enrollment date is 6/2/14. The surveyor observed the aforementioned child (ED: 6/2/14) drink 1% low fat milk during lunch time. Review of enrollment records revealed the aforementioned child (ED: 6/2/14) is allergic to milk and should only be served soy or almond milk. Exit interview with staff in charge revealed that the aforementioned child has soy milk in the cafeteria and that staff members are aware that the aforementioned child should have been served soy milk and not 1% low fat milk.
