Video recording dated 1/11/24 showed three (3) staff members and fourteen (14) children, aged one (1) year to four (4) years old, played outside in the fenced play area. Video recording showed the twenty-month-old child played under the bridge and the slide of the outdoor playhouse after staff and children walked inside the center at 3:58 pm. The child came from underneath the playhouse bridge, walked towards the gate, stopped and looked around at 3:59 pm. The child shook the gate and laid against the gate that blocked the steps that led to the classroom at 4:14 pm. The child walked around the outdoor play area and came back to the gate at 4:35 pm. The child stood at the gate from 4:35 pm until a staff member walked outside to retrieve the child at approximately 5:00 pm on 1/11/24. Staff members were not aware the twenty-month-old child was left outside in the fenced play area. The child's parent arrived at approximately 5:00 pm which prompted the staff members to realize the child was missing and the child was discovered in the outdoor play area.
