General: Based on observation, interview, and review of documentation, the following was found: 1. At approximately 3:25 pm the surveyor was escorted to the media center to await the arrival of the program director. It should be noted that the library media specialist was present at that time and at approximately 3:28 pm the school principal arrived in the library, although the program director had not yet arrived. Children in care began to arrive in the media center at 3:30 pm and were monitored by the principal and library media specialist until 3:32 pm when the program director arrived, citing an accident causing her to be late. It should be noted that the two (2) school staff, the principal, and the library media specialist, are not employed by the program and therefore do not have NBCP KARES background checks, and subsequently do not have eligible for hire statuses. The surveyor inquired of the principal and library media specialist if this was typical to which they each replied it was not; that the program director was always present outside the media center door to greet children in care. 2. At the time of survey, the acting director (DOH: 10/29/25) had a KARES status of "in process" indicating that their NBCP background check was incomplete and therefore they did not have an eligible for hire status in KARES. It should be noted that the director was the only staff member present during the survey and has been working both the before and after school programs each day beginning 10/29/25. The acting director stated she believed another staff member (DOH: 08/01/25) employed at another location who occasionally acts as a substitute at this location was completing the change of director paperwork. It should be noted as of 11/20/25 the acting director maintains a KARES status of "in process". A review of the NBCP KARES portal confirmed these findings.
