Starting at 11:00am, the surveyor rang the door bell, knocked on the door, and walked around the premises multiple times without achieving entry into the center. The surveyor was able to see drapes moving in one of the windows located on the side of the building where the playground was located. At approximately 11:15am, the surveyor made a telephone call to a supervisor in the DRCC office. The supervisor then called the center and the director's cell phone. She received a recording with each call. At approximately 11:20a.m. the surveyor saw an employee looking out of a window while talking on a cell phone.
