General: Based on observation, children were restricted for a prolonged time without activity while sitting in bucket seats. During the initial walkthrough at 10:23 A.M. in the Two- and Three-Year-Old room there were three (3) children sitting in bucket seats at the table. It was asked if they had just eaten and it was confirmed that breakfast was over in the 8 A.M. hour. While addressing the ratio issue, another walkthrough of the Two- and Three-Year-Old room was completed at 10:53 A.M., and the staff was asked if there was an activity that was done or about to be initiated. The staff confirmed that no activity was about to be started and then pointed out that one child who was 2 years old was in time out. While still addressing the ratio issue and the primary reason for the visit, the owner of the center arrived. While speaking with her about the ratio, she was led to the Two- and Three-Year-Old room at 11:17 A.M. to observe if the children were still sitting at the table, and only the two-year-old was still at the table.
