General: Based on observation and interview, a total of fifty-three (53) children, three (3) to five (5) years of age, were on the playground at the same time. This was observed at 9:55 am. When the surveyor arrived outside there were five (5) classrooms on the playground and one (1) classroom lined up to go inside within minutes of the surveyor arriving on the playground. There were ten (10) teachers for a few minutes and then eight (8) teachers when the classroom went inside. The facility was over group size. Interview with staff on the playground found this typically occurred daily and that the classrooms had gone onto the playground between 9:00 am to 9:15 am.
