In addition, it was found that the children were eating breakfast during the time of the walkthrough. The teacher said to the children that, "They were going to sit down at the breakfast table and act like they got some sense." These phrases are not age appropriate for two-year-old children. The surveyor and representatives from DCBS and Crimes Against Children visited the facility and after a short interview, asked to see staff files for those employees allegedly involved. Investigators also asked to see attendance records for the child involved and a sibling. The staff member present stated she could not locate the files and the owner was not at the facility. The owner arrived some time later and provided the necessary files for review. The owner stated the attendance records provided indicated the children were not at the facility during the timeframe in question. The owner stated the contract had lapsed and the children had quit coming to the facility. DCBS investigators conducted a home visit with the child’s mother later that evening and she stated the children had always gone to the facility and never had a lapse in attendance. The mother produced text messages from teachers and photos from a field trip during the dates in question. Investigators returned to the facility and questioned the staff about this. Staff stated billing records were provided earlier and the family was not current with the new ownership. Staff stated the family was still paying the previous owner, as their contract had not ended. Staff stated the current attendance records were stored off site and could not be immediately accessed.
