Per review of the center's Kentucky Applicant Registry and Employment Screening (KARES) report, the staff member identified as the teacher for the one-year-old children was not listed on the KARES report. Therefore, the individual's eligibility for employment was not documented on the report. Per emailed correspondence with the director after the onsite visit, the staff member's hire date was identified as 3/2/2022. Upon request for verification of the aforementioned staff member's eligibility status, a copy of the individual's Final Registry Results Form was attached to the email correspondence. The document verified the individual’s eligibility. Review of the document revealed the individual was previously determined eligible from a previously completed check; therefore, she did not have to resubmit her fingerprints. The document also verified the submission date of the application for background checks from Little Stars Preschool and Development Center. The application was submitted on 3/17/2022, which was the day after the onsite inspection, and fifteen (15) days after the individual’s identified hire date. Therefore, the individual’s employment with the center began prior to the submission of the application for background checks. Review of Division of Regulated Child Care (DRCC) records revealed a Directed Plan of Correction (DPOC) issued to the center and signed by the owner on 1/4/2022.
