At approximately 11:30 a.m., the surveyor asked the infant/ toddler staff person what time lunch is typically served in her classroom. She stated, "We eat at 11:00 a.m." The surveyor asked if the toddler that was present had been served lunch. She replied, "No." It is important to note that upon arrival at 10:15 a.m., the surveyor found that lunch had already been delivered to the facility. The surveyor observed the insulated lunch container in the floor of school age classroom. At approximately 11:48 a.m., an additional staff person arrived and started to serve lunch. The toddler came over to the pre-school classroom at that point and also ate lunch. The facility opens at 6:30 a.m. and offers a morning snack. The time that morning snack is offered is not known. Furthermore, the surveyor could not determine what time the children typically arrive because the attendance sheets were not completed for that day and had not been completed for three (3) weeks prior. In short, based on observation the children were made to wait for lunch to be served. The four (4) year old child expressed numerous times that he was hungry from approximately 11:20 a.m. to 11:48 a.m. It could not be determined how long the children had gone between meals without eating.
