She then proceeded to lift a child off a chair with her gloved hands. She then began a group activity on the circle carpet while wearing her gloves. Based on interviews, a staff member ran after the children and the other staff stayed on the playground with the remaining children and called out for them to come back. During the commotion, the staff in charge came outside and helped the staff member obtain a child that was running toward the road. Based on interviews, it was found a staff person had been supervising the female child but briefly left the restroom area in order to get another child down from a shelving unit. During this time as a second staff person was cleaning tables; she overheard giggles coming from the restroom. This staff person stopped cleaning tables and entered the restroom and found the male child in the stall with the female child and observed him touching the female child's genitalia. Two (2) other employees were made aware of the allegation against the employee on 10-11-12 when the child's mother called to arrange a meeting with them. The allegation was not reported to the cabinet as required by law and the facility’s Child Abuse or Neglect Reporting Policy.
