While the surveyor was conducting a headcount, the staff-in-charge removed a child from the Two's Classroom and placed him in the One's Classroom for the remainder of the surveyor's visit. During interview with the staff person present in the Two's Classroom, the surveyor found that the child that was removed was a two-year-old child and had been in the Two's Classroom for approximately one (1) hour. The surveyor reviewed the child-care center's diagram and found that the Two's Classroom has a licensed capacity for five (5) children; therefore, the child-care center was over the classroom capacity by one (1) child, not allowing thirty-five (35) square feet per child.
