General: Based on observation, this regulation was not met. Upon arrival to the center around 12 p.m., the surveyor found a staff alone in the Preschool 1 classroom with fifteen (15) children. The children were ages three (3) to five (5) years old on the day of inspection, so the ratio is one (1) adult to twelve (12) children. Another staff was in another classroom cleaning up from lunch. It could not be determined how long the staff was alone in the classroom prior to the surveyor arriving; however, the other staff came into the classroom approximately two (2) minutes after the surveyor entered the center when a child went to get the other staff.
