591-1-1-.25(13) · Rule 591-1-1-.25(13) requires that potentially hazardous equipment, materials and supplies shall be stored in a locked area inaccessible to children. Examples of items to be stored include non-food related products under pressure in aerosol dispensing cans, flammable and corrosive materials, cleaning supplies, poisons, insecticides, office supplies and industrial-sized or commercial buckets with a capacity of three gallons or more or any other similar device with rigid sides which would not tip over if a toddler fell into the container head first.

During an Incident Investigation Closure conducted on March 20, 2023, it was determined on February 8, 2023, at approximately 4:10 p.m., center staff failed to ensure that a bottle warmer was inaccessible to a one-year-old child in the classroom. Staff statements and interviews revealed that there was one staff member and six children under the age of two present in the infant classroom at the time of the incident. Staff member stated they had turned off the bottle warmer and had proceeded to pick up a infant to take the child to the eating area in the classroom so the child could drink their bottle. The staff member stated that they observed the one-year-old child walk past them as they bent over to pick up the other child. While the staff member was picking up the infant they heard a scream. When the staff member turned around they observed that the hot water from the bottle warmer had fallen on the one-year- old child. Staff statement and interview revealed that the cord had been hanging from the counter accessible to the child prior to the incident. .

591-1-1-.25(8) · Rule 591-1-1-.25(8) requires that except in School-age Centers, all unused electrical outlets within reach of children shall have protective caps specifically designed to prohibit children from placing anything in the receptacle. Electrical outlets in use which the children can reach shall be made inaccessible to the children.
