During an investigation, it was determined that on April 20, 2021, a staff member placed bottles in a bottle warmer and began the process of changing children’s diapers. The staff member gave a one-year-old child a bottle that was too hot. The staff member reported the victim child cried and the staff noticed a burn on the child’s chin. It was also reported that staff raised the child's shirt and observed the child’s chest area to be burned. The staff member reported that they did not check the bottle after taking the bottle from the bottle warmer before giving the bottle to the victim child. Staff reported the parent was notified and the child was taken to the emergency room for burns to the chin and chest. The child received professional medical attention and was diagnosed and treated for burns of the second degree of multiple sites of the head, face, and neck that required skin grafts. The Cobb County Police Department investigated, and it was determined that there were conflicting accounts as to how the burns occurred. The staff member was terminated by the center. 2. Rule 32 (7) Supervision. Children shall be supervised at all times appropriate to the individual age, needs and capabilities of each child. Such supervision must include, but not be limited to, indoor and outdoor activities, mealtimes, naptime, transportation, field trips, and transitions between activities. "Supervision" means that the appropriate number of Staff members are physically present in the area where children are being cared for and are providing watchful oversight to the children, volunteers and Students-in-Training. The persons supervising in the child care area must be alert, positioned to maximize their ability to hear and see the children at all times, and able to respond promptly to the needs and actions of the children being supervised, as well as the actions of the volunteers and Students-in-Training, and provide timely attention to the children's actions and needs. Staff shall be attentive and participating with all children during mealtimes and shall be seated within an arm’s length away from children thirty-six (36) months of age and younger. During an investigation, it was determined that on April 20, 2021, center staff failed to provide supervision during mealtime for a one-year-old child. The staff member took a bottle of milk from a bottle warmer, did not check the temperature and gave it to the one-year-old child. The staff person turned away from the child to diaper another child and did not remain seated within an arm’s length away from the one-year-old child as required. The staff heard the victim child cry. The staff member later observed that the child’s face and chest area sustained burns. The parent was notified, and the child was taken to the emergency room for burns. The child received professional medical attention and was diagnosed and treated for burns of the second degree of multiple sites of the head, face, and neck that required skin grafts. The Cobb County Police Department investigated, and it was determined that there were conflicting accounts as to how the burns occurred. The staff member was terminated by the center.
