591-1-1-.03(9) · Rule 591-1-1-.03(9) requires center staff to refrain from engaging in, or allowing children or other adults to engage in, activities that could be detrimental to a child's health or well-being, such as but not limited to, horse play, rough play, wrestling, and picking up a child in a manner that could cause injury.

It was determined based on an investigation that on September 3, 2024, staff persons did not immediately intervene when a 2-year-old child climbed on a book display shelf and fell. A staff person verbally redirected the child several times, however, the staff person did not immediately physically intervene. Approximately 18 seconds after noticing the child on the shelf, another staff person stood up and walked to the child. As the staff person stood up, the child hurried down knocking a book to the floor. The child slipped on the book and fell. The child received professional medical treatment for an injury to the right foot.
