    591-1-1-.03(9) · Rule 591-1-1-.03(9) requires center staff to refrain from engaging in, or allowing children or other adults to engage in, activities that could be detrimental to a child's health or well-being, such as but not limited to, horse play, rough play, wrestling, and picking up a child in a manner that could cause injury.

    During an investigation, it was determined that on August 29, 2025, a staff member bit a 1-year-old child on the forearm. The staff member was observed holding the child’s arm then placing their head down near the arm. The child began to cry, and it was determined that the child had been bitten. Administrators determined that the child had an adult-size bite mark and that the staff member had bitten the child for unknown reasons. Professional medical attention was obtained as a precaution. 2. Rule 591-1-1-.31(13) prohibits Center Staff from committing any criminal act, as defined under Georgia law, in the presence of any child enrolled in the Center and requires Center staff to comply with all applicable laws and regulations. During an investigation, it was determined that on August 29, 2025, a staff member bit a 1-year-old child on the forearm. The staff member was observed holding the child’s arm then placing their head down near the arm. The child began to cry, and it was determined that the child had been bitten. Administrators determined that the child had an adult-size bite mark and that the staff member had bitten the child for unknown reasons. The staff member was arrested on October 1, 2025, and charged with cruelty to children in relation to the incident.

    591-1-1-.29(3) · Rule 591-1-1-.29(3) requires that the Director or designated person-in-charge shall report or cause to be reported to the Department within twenty-four (24) hours or the next work day: any death of a child while in the care of the Center; any serious illness or injury requiring hospitalization or professional medical attention other than first aid of a child while in the care of the Center; any situation when a child in care becomes missing, such as, but not limited to, a child who is left on a vehicle, a child who leaves the building, playground, or property, or a child who is left behind on any trip; any fire; any structural disaster; any emergency situation that requires temporarily relocating children; and any time the program's operating status changes (i.e., open to closed or temporarily closed and temporarily closed to open).

    During an investigation, it was determined that the center did not report to the Department within 24 hours or the next work day that on August 29, 2025, a 1-year-old child obtained professional medical attention after the child was bitten by a staff member. The center reported the incident to the Department on September 10, 2025.
