    591-1-1-.11(1) · Rule 591-1-1-.11(1) requires disciplinary actions used to correct a child's behavior, guidance techniques and any activities in which the children participate or observe at the Center shall not be detrimental to the physical or mental health of any child.

    During an investigation, it was determined that on March 24, 2025, a 4-year-old child ran from a staff member due to not wanting to go to the after school classroom at the designated time. The staff member then pulled the child by the arm to bring them into the classroom. The child was put on the classroom rug then ran to the door again to attempt to leave. The staff member then grabbed the child by their wrists and carried them to the rug again as the child’s feet were dangling and not touching the floor. An administrator heard a child crying and went to the classroom to check. The teacher reported the child had fallen when asked why the child was crying. The teacher removed the child from the class to calm them, and the child reported that the teacher had pulled their arm. The staff member reported the injury to the parent and requested that the classroom video be reviewed. The video revealed the staff member pulled the child up by their wrists, causing an injury. The parents were contacted and came to pick up the child. The child received professional medical attention and was treated for an arm injury.
