    591-1-1-.03(9) · Rule 591-1-1-.03(9) requires center staff to refrain from engaging in, or allowing children or other adults to engage in, activities that could be detrimental to a child’s health or well-being, such as but not limited to horse play, rough play, wrestling, and picking up a child in a manner that could cause injury.

    During an investigation, it was determined that on May 4, 2021, a staff person handled a one-year-old child in a manner which resulted in a serious arm injury. The child was sitting on the floor at diaper changing time. The staff person reached out her hand to help the child stand. The child went limp which caused all the child’s weight to be in the staff person’s hand. The staff person released the child’s hand and the child began to cry. The child received professional medical treatment and was diagnosed with Nurse Maid’s Elbow.
