591-1-1-.03(9) · Rule 591-1-1-.03(9) requires center staff to refrain from engaging in, or allowing children or other adults to engage in, activities that could be detrimental to a child's health or well-being, such as but not limited to, horse play, rough play, wrestling, and picking up a child in a manner that could cause injury.

During an investigation, it was determined that on June 16, 2022, a nine-month-old child was severely burned when a staff member placed the child in the basin of a sink to bathe them and ran hot water on the child. Medical attention was received, and the child was diagnosed with second degree burns. Additionally, the staff member was observed to handle the child in a rough manner while removing their clothing and repositioning the child while on the diaper changing surface. Two other children were observed to be handled roughly when they were picked up and placed in cribs abruptly.
