    591-1-1-.03(9) · Rule 591-1-1-.03(9) requires center staff to refrain from engaging in, or allowing children or other adults to engage in, activities that could be detrimental to a child's health or well-being, such as but not limited to, horse play, rough play, wrestling, and picking up a child in a manner that could cause injury.

    During an investigation, it was determined that on April 30, 2025, a 3-year-old child sustained a cut above their right eyebrow that required professional medical attention. Around 12 p.m., the 3-year-old child was observed by staff to be running and jumping around with a blanket over their head when they tripped and fell causing them to hit their head on a shelf. The staff did not intervene and allowed the child to engage in an activity that caused injury.
