    591-1-1-.03(9) · Rule 591-1-1-.03(9) requires center staff to refrain from engaging in, or allowing children or other adults to engage in, activities that could be detrimental to a child's health or well-being, such as but not limited to, horse play, rough play, wrestling, and picking up a child in a manner that could cause injury.

    During an investigation, it was determined that on September 28, 2022, at approximately 11:15 a.m., a one-year-old child sustained a black right eye and a busted lip while in care. A staff person was observed to handle the one-year- old child roughly when the staff person picked the child up by one arm as the child dangled off the floor. The staff person then roughly picked the child up under the arms, from behind, and forcefully placed the child face down on their mat. The child was observed by another staff person to have a bruise under their right eye and a busted lip. Professional medical attention was obtained.
