591-1-1-.36(4)(f)1 · Rule 591-1-1-.36(4)(f)1 requires that all children transported in a vehicle provided by or used by the Center $499.00 shall be secured in a child passenger restraining system or seat safety belt in accordance with current state and federal laws and regulations. The child passenger restraining system and seat safety belts must be installed and used in accordance with the manufacturer's directions for such system and used in accordance with the manufacturer's directions with respect to restraining, seating or positioning the child being transported in the vehicle.

During an investigation, it was determined that on November 18, 2021, center staff failed to properly secure six children in passenger seat belt restraints during transportation to the center. The center staff was transporting children back to the center and while driving, another vehicle hit the center’s van, which was in the opposing lane. The vehicle in the opposing lane crossed the median and hit the center van head-on, causing a crash. The six children and staff member were injured, and it was reported by local law enforcement who responded to the scene that the children were not wearing proper seat belt restraints when the accident occurred. The staff member and the six children were treated on the scene. The children were transported to the local hospital to be evaluated by emergency medical physicians due to injuries sustained at the time of the accident.
